Mayor and City Council Bios

MAYOR - Shea Dane Patterson

Shea Dane Patterson is a 1988 graduate of PilotPoint High School. She received a Bachelor of Science degree in Criminal Justice from Texas State University in 1992. Shea has lived in Pilot Point all of her life and married, a Pilot Point native, Wes Patterson in 2005. They have two children, Jake and Emma Grace. Shea and her husband have strong family ties to the community and surrounding areas. Both families are multi-generational residents of Pilot Point.

Mrs. Patterson is currently working as the General Manager of Tri Tex Cabinets, a family business located in Pilot Point. She has served on the Pilot Point Educational Foundation Board, Denton Arts and Jazz Festival Executive Board and various school and community committees. Her primary goal as Mayor is to develop a master growth plan for the city and to promote community involvement.


My name is Paul Young. I am a retired Firefighter / Paramedic with 30 years in the fire service, in both a career and volunteer capacity, including the PPFD. I have lived in Pilot Point since December 1993. I am married to my wife Tina since 1993 as well, and we have raised 2 of our three children here, our twins graduated from PPHS in 2015.

I do thoroughly enjoy serving the public in some form or fashion as my career shows. I have served on most of the boards here in Pilot Point, Parks Board, Board of Adjustments and the P and Z, and since 2014, City Council. I have a unique perspective of watching a city, Lewisville, grow from a relatively small city to a large one in just a few years. I  know the problems and pitfalls that growth brings and how to hopefully avoid them; while preserving the great history and identity that is Pilot Point.

COUNCILMEMBER PLACE 2 - Whitney Delcourt



Elisa was born and raised in El Paso, TX and moved to North Texas in 2006. She is married to Terry Rumbo and they live in a small ranch in Pilot Point with their daughter.

She is proud to be one of the founding members of the committee that started Bonnie and Clyde days in Pilot Point and has served on the Planning and Zoning committee and on the RUDAT committee.  She is actively involved in the community, her church and is launching a nonprofit to encourage faith in all walks of life.

She is passionate about serving people, appreciating diversity and leading with authenticity.  She hopes to influence participation in our community from all walks of life



CJ Hilliard is a native to the Pilot Point area, having been raised a few miles north in Tioga, Texas. She began volunteering for the Pilot Point Fire Department in February 2007, where she still serves as a volunteer member. In 2008, CJ purchased her first home in Pilot Point and has remained a resident of the city ever since.

CJ is a full-time Firefighter/Paramedic for the City of Denton, with an Associates of Applied Science in Fire Services Administration. In addition to her full-time position with the City of Denton and volunteering for the Pilot Point Fire Department, CJ serves as a mentor to students of Fred Moore High School. She is currently pursuing a Bachelor of Arts in Applied Science for the University of North Texas concentrating in Health Promotion, Emergency Management, and Public Administration.
