Function of the City Manager

Council/Manager Form of Government

Pilot Point operates under a home rule, council manager form of government.  Under this type of local government, the day-to-day management of the city is directed by the city manager. The City Council appoints the City Manager, who serves as chief administrative officer by executing the laws and administering the government of the city, as directed by the City Council policies.  

City Manager - John Dean

John Dean became the city manager of the City of Pilot Point on April 14th, 2014.  Before coming to Pilot Point, John served as the assistant city manager in El Reno, Oklahoma and the city manager of Broken Bow, Oklahoma.

He holds a bachelors degree in social science from Campbell University, a masters degree in Human Resources Management from Webster University, and a Masters of Public Administration degree from the University of Oklahoma.  John began his local government career after retiring from the United States Army with 20 years of service. John lives in Pilot Point with his wife Sheila.
